As of now, Routines are only visible after you have installed a camera and the camera is used to guide the lights in the home through the steps and coordinate the actions of the routine.

Note that the camera needs to be on the same Wi-Fi network as the lights for optimal behavior of the system.

Also, you need to be an owner in the WiZ home to be able to activate or edit routines.
