To move a device to a room, you can do it either from the Room screen by selecting "Move devices" action top button, or from a specific device settings page.

On a room main screen, the "Move devices" button will be highlighted in blue when some devices have not been moved to any room yet. If all devices are already moved to a room, it will be inactive, and you will need to go to the specific devices settings to move them to another room.
